California deployed more than 4,100 medical professionals to facilities across the state to ease the burden on frontline health care workers. Utah Gov. Gary Herbert puts on a mask that came off a plane filled with personal protective equipment at the Delta Hanger Wednesday, April 15, 2020, at the Salt Lake International Airport. Kansas Gov. Laura Kelly answers questions about the state's response to the coronavirus pandemic during a news conference, Wednesday, April 15, 2020, at the Statehouse in Topeka, Kan.

The three-week order could have been lifted on the first of the year, but surging COVID-19 cases and dwindling ICU capacity made it impossible for the area to leave the stay-at-home order. "December was extremely harsh on us, in seeing the numbers spike, they are easing up right now but they are still high," Brown explained. "The community can't let up just because they see this move from the stay-at-home order to the purple tier, because the purple tier is purposely still very restrictive."

There are several actions that could trigger this block including submitting a certain word or phrase, a SQL command or malformed data. The 11 counties in the Southern California region are Los Angeles, Orange, Ventura, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa Barbara, Mono, Imperial and Inyo. Los Angeles County has been allowing houses of worship to hold indoor services since last month. All counties will return to using the color-coded tier system, the California Department of Public Health said.

The Governor’s Office today established a timeline and process to continue winding down the various provisions of the 58 COVID-related executive orders, which suspended statutes and regulations to help the state and businesses continue operations during the pandemic. To ensure that impacted individuals and entities have time to prepare for the changes, the provisions will sunset in phases, beginning later this month, in July and in September. For example, the suspension of certain licensing requirements for manufacturers to produce hand sanitizer will end on June 30, as shortages are no longer a concern. By the end of September, nearly 90 percent of the executive actions taken since March 2020 will have been lifted. The state had lifted its stay-at-home order and transitioned to the “Safe at Home” order on May 1, which also allowed nonessential businesses to begin to reopen. The self-quarantine rule was issued in early April, while the other main remaining restriction, a ban on gatherings of 10 people or more, was imposed in March.

The stay-at-home order, announced Dec. 3, split the state into five regions and was based on the area's intensive care unit capacity. Phase One guidance will allow essential businesses, as defined by CISA, to remain open. Non-essential businesses (sometimes called “gray area” businesses) and places of worship may remain open at 25 percent of their occupancy. All business owners should read the order to understand which category their business falls into. The State Fire Marshal and the Louisiana Department of Health will continue issuing guidance to different types of businesses about Phase One in the coming days, in order to ensure that businesses and churches can safely operate to the maximum level allowed in Phase One.

The regions would need plans in places for what precautions, such as social distancing, would need to remain in place and they would need to ensure that they have the health care capacity to handle any rise in cases, the governor said. Today the California Department of Public Health released anew state public health officer orderthat goes into effect on June 15. The action supports the full and safe reopening of the state, while maintaining focused public health requirements that address the risk posed by variants as some regions across the nation and world continue to experience high levels of transmission. Nearly every county will start off in the most widespread, restrictive reopening tier, meaning that many businesses, including restaurants and gyms, will be allowed to reopen for outdoor services only, according to the California Department of Public Health.

Just because the state has lifted the order, however, doesn't mean that every county has to allow the businesses to return. Under California's reopening plan, local jurisdictions are allowed to implement tougher restrictions if necessary. This means most of the counties in the region will revert to the purple tier of reopening.

A subset of provisions that facilitate the ongoing recovery – such as the provision allowing pharmacy technicians to administer vaccinations as the state continues to vaccinate millions of eligible Californians every week – will remain in place. Any moves to restart things like schools or transportation would have to take into account an extended region, and attractions such as beaches that would draw people from outside the area would not be allowed. He said regions that move to reopen will need to show a decline in infection numbers for 14 days, and would need a plan in place to monitor and handle any new infections. The lifting of stay at home restrictions will take place in regions which were not badly hit by the new coronavirus, mainly in upstate New York. The administration of vaccines to health care workers has meant that fewer health care workers are falling ill to the virus, which helps keep staffing levels more stable.

California lifts statewide Covid stay-at-home order, allowing restaurants to reopen

Retailers will be allowed to reopen their businesses at a quarter of their capacity under the most widespread tier. California will lift its stay-at-home order across the state on Monday, paving the way for restaurants and personal care services to reopen with modified operations for the first time in weeks, according to a statement from the state's health department. Should states reopen too early, coronavirus cases may spike again, undoing the good social distancing did for weeks. Should they continue to stay closed, small businesses across the state may never recover and fiscal crises could grip many states. The Governor’s order will detail categories of businesses that can be open and those which must remain closed. All non-essential Phase One businesses and churches will be limited to 25 percent of their total occupancy, which meets the White House Guidance for Phase One that calls for “strict” social distancing measures.

During a Sacramento County Board of Supervisors meeting Tuesday, acting County Executive Ann Edwards said the order would be lifted immediately based on ICU projections. Schools which have already been given waivers to reopen campuses were allowed to continue in-person instruction under the order as well. LOS ANGELES -- Gov. Gavin Newsom announced California's regional stay-at-home order has been lifted because of a marked improvement in the state's battle against the coronavirus. With the exception of gaming establishments, no church leader or business owner is required to register or to get approval of their opening plans in advance. Registering for the Open Safely site is not required to reopen, but it is encouraged as it will allow businesses and churches to get the latest information quickly. Members of Louisiana’s National Guard are deployed in Louisiana to help support local testing sites, so you may see members of the military in your community. COVID-19 is rapidly spreading throughout the state and we know that some people do not show symptoms for 14 days, even if they are sick.

The state is expected to move back to its county-by-county tiered system, which will allow businesses to reopen depending on the level of Covid-19 spread in their area. Further research is needed to assess the impact of reduced population movement and other community mitigation strategies on the spread of COVID-19. Nearly all the counties exiting the Regional Stay at Home Order today are in the Purple or widespread tier.

Officials are still recommending that gatherings be limited to 10 people. Depending on where you live certain things may reopen -- like retail, manufacturing operations, pet services, automated car washes, art galleries and personal services -- like salons and barbers -- but only at 50% capacity and most by appointment only. The state, in collaboration with local health departments and health care facilities statewide, took a long list of actions to support California's hospitals and slow the surge in cases and hospitalizations. This action allows all counties statewide to return to the rules and framework of the Blueprint for a Safer Economy and color-coded tiers that indicate which activities and businesses are open based on local case rates and test positivity. "I support following the Governor's recommended guidelines for Southern California, and reopening outdoor dining, personal care services and other industries that were previously closed by these orders," she said.
